Well, when you put it like that, YES, you are depriving dozens of kids a year of a decent classroom. Shame on you. I see the letter is dated 1994. Maybe No Child Left Behind has fixed things by now.
nclb didnt fix anything...
While that letter is truely abhorent, in a backwards way it is a useful learning opportunity. Exactly what is to be learned is the key thing.--Matthew
